DEPARTMENTS AND COMMITTEES | EMERGENCY MANAGEMENT
 
The purpose of the Office of Emergency Management (OEM) is to plan and coordinate the borough's response to disasters or unusual conditions which exceed the borough's normal ability to respond.
   
 
A disaster can result from either natural or man-made actions and must be a threat to the health and safety of resources of the residents of one or more towns.

Where appropriate, the OEM has authority to recommend that a state of emergency be declared. This enables the borough to obtain county, state, and/or federal resources to aid the people of Roseland. In the event of a disaster, Police Headquarters will become the central "Communication Center".

Emergency Management Coordinators: The Emergency Management Coordinators are the point people responsible for implementing the Emergency Management Plan and directing the emergency response. They are responsible for:
  • recording and reporting information received from or passed to higher levels of government
  • starting and maintaining a significant events emergency log
  • recording expenditures associated with the general operation of the Office of OEM
  • ensuring that the Basic Plan and all annexes are reviewed and updated annually.

There are four basic phases of the Emergency Management Plan. They are:

  1. Mitigation -- activities that eliminate or reduce the probability of disaster occurrence. (e.g. establishing building codes, flood plain management, public education programs, insurance and elevating buildings.)
  2. Preparedness -- activities which serve to develop response capabilities needed in the event of an emergency. (e.g. planning, exercising, training and developing public information programs and warnings.)
  3. Response --activities which include direction and control, warning, evacuation and emergency services. and are designed to address immediate and short term effects of the onset of an emergency or disaster, and
  4. Recovery - Includes both short and long term activities. Short term seek to restore critical services to the community and provide for the basic needs of the public. Long term focuses on restoring the community to its normal or improved state of affairs.
